NAPOLCOM Orders Dismissal of 7 Caloocan Cops Over Death of Leptospirosis Victim
The National Police Commission (NAPOLCOM) has made a significant decision regarding the tragic death of an altar boy, Dion dela Rosa, who contracted leptospirosis after searching for his detained father in the floods of Caloocan City. On Wednesday, NAPOLCOM announced that seven police officers will be dismissed from their positions due to their involvement in the incident.
NAPOLCOM Vice Chairperson and Executive Officer Ralph Calinisan stated during a press conference that the commission found substantial evidence of grave misconduct, grave dishonesty, incompetence, oppression, and conduct unbecoming of a police officer among the implicated officers. These violations were linked to the unlawful detention, falsified documentation, and fabricated criminal charges against Jayson, Dion's father.
The incident unfolded during the Southwest Monsoon (Habagat) and successive tropical cyclones, when heavy rains caused widespread flooding. Dion dela Rosa bravely waded through the flooded streets for three days to find his father, Jayson, who had not returned home since July 22. The family sought assistance from the Caloocan police on July 24, but the officers denied any record of Jayson's arrest, which was only confirmed on July 25.
Jayson was detained at a police substation for allegedly playing 'kaya y krus' (coin toss), a seemingly trivial offense. Tragically, Dion began showing symptoms of fever and body aches on July 27, and he passed away from cardiac arrest due to leptospirosis. His father, Jayson, was released from detention only on August 2.
Calinisan emphasized that the commission's findings revealed a clear abuse of power and a disregard for due process and human rights. He stated, 'Such actions have no place in the police service.' NAPOLCOM is committed to ensuring that the Philippine National Police upholds professionalism, integrity, and respect for the rule of law, and they will take decisive action against any personnel who fail to meet these standards.
